فَلَا وَرَبِّكَ لَا يُؤۡمِنُونَ حَتَّىٰ يُحَكِّمُوكَ فِيمَا شَجَرَ بَيۡنَهُمۡ ثُمَّ لَا يَجِدُواْ فِىٓ أَنفُسِہِمۡ حَرَجً۬ا مِّمَّا قَضَيۡتَ وَيُسَلِّمُواْ تَسۡلِيمً۬ا ٦٥
Never indeed, by your Lord; they are not believers unless they come to you to judge in their disputes, then find no hesitation in their hearts whatsoever in accepting your judgment. They must submit a total submission.

Note that the words used by GOD in 24:51 are “To judge in the affairs of the believers,” to which they wholeheartedly respond by saying “We hear and we obey,” in order to fulfill their Covenant. There are no exclusions and limitations to judging in the affairs of the believers. The “affairs” is a general word, which includes everything in and around your lives. After having shown you and reciting some very important verses, I now recite verse 4:64-65. These verses inform the followers of the scripture that it is mandatory for them to believe in God’s messenger in order to be forgiven for their sins or when they wrong their souls. This is God’s System, and the ones who dispute His system and refuse to follow it, will not be forgiven by Him.
