Quran 4:64

After having shown you and reciting some very important verses, I now recite verse 4:64-65. These verses inform the followers of the scripture that it is mandatory for them to believe in God’s messenger in order to be forgiven for their sins or when they wrong their souls. This is God’s System, and the ones who dispute His system and refuse to follow it, will not be forgiven by Him.

4:64 We did not send any messenger except to be obeyed in accordance with ALLAH's will. Had they, when they wronged their souls, come to you and prayed to ALLAH for forgiveness, and the messenger prayed for their forgiveness, they would have found ALLAH Redeemer, Most Merciful.

Response of Messenger: The way to submit to the One and only GOD is given through verses 3:18-20, 21:106-109, 26:162-164, 28:51-54, 24:51-54, 4:64-65, and many more – through the actual usage of the word “submit” in many of them, as mentioned by you above. These verses clarify that the people have to submit through the entire Quran, and that includes belief in all the messengers and also includes belief in, and obeying a living messenger when Allah chooses to send one.

After witnessing a rebellion, Moses sought permission from God to enter the town with his brother; the two of them only who were reverent and blessed by God. The rest were forbidden from entering for 40 years, during which time they roamed the Earth aimlessly. In other words, God withheld the guidance from them. After 40 years, most of them would not have had the chance to repent to God, after being deprived of the guidance through a messenger and the opportunity to seek repentance according to verse 4:64…
