*** NOTE: The verses 21:10 and 28:51 inform us that the scripture is not delivered to each human personally by ALLAH; instead, the message of the scripture and from the scripture is delivered to the people by His messengers (74:52 – Does each one of them want to receive the scripture personally?). In this case again, the Quran is not the messenger for the people; but the human being delivering the message of ALLAH is the messenger.

Verse 5:67 addresses the messenger to deliver the message of GOD, and 28:51 informs the people that the message has been delivered.
