9:93
إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَسۡتَـٔۡذِنُونَكَ وَهُمۡ أَغۡنِيَآءُۚ رَضُواْ بِأَن يَكُونُواْ مَعَ ٱلۡخَوَالِفِ وَطَبَعَ ٱللَّهُ عَلَىٰ قُلُوبِہِمۡ فَهُمۡ لَا يَعۡلَمُونَ ٩٣
The blame is on those who ask your permission to stay behind, even though they have resources. They have chosen to be with the sedentary. Consequently, ALLAH has sealed their hearts, and thus, they do not attain any knowledge.
