وَإِذَا مَآ أُنزِلَتۡ سُورَةٌ۬ فَمِنۡهُم مَّن يَقُولُ أَيُّڪُمۡ زَادَتۡهُ هَـٰذِهِۦۤ إِيمَـٰنً۬اۚ فَأَمَّا ٱلَّذِينَ ءَامَنُواْ فَزَادَتۡهُمۡ إِيمَـٰنً۬ا وَهُمۡ يَسۡتَبۡشِرُونَ ١٢٤
When a Sura was revealed, some of them would say, "Did this Sura strengthen the faith of anyone among you?" Indeed, it did strengthen the faith of those who believed, and they rejoice in any revelation.

In this part of the verse, the words “those who received the scripture rejoice” means that “those who are guided through the scripture of GOD” will rejoice in what has been revealed to the messenger. The sincere followers of the scripture know that GOD does send messengers, and the revelations are associated with them.
