Quran 8:33

Before the messenger comes, and after he has come, the people are considered to be astray, or idol worshipers, until they believe in GOD’S Absolute Authority by believing and following the messenger. They are thus given a chance to seek forgiveness and to repent. This will be proven through the next verse, 8:33.
