قَالَ رَبِّ إِنِّى لَآ أَمۡلِكُ إِلَّا نَفۡسِى وَأَخِىۖ فَٱفۡرُقۡ بَيۡنَنَا وَبَيۡنَ ٱلۡقَوۡمِ ٱلۡفَـٰسِقِينَ ٢٥
He said, "My Lord, I can only control myself and my brother. So, allow us to part company with the wicked people."

Verse 5:25 explains that Moses and Aaron were the only 2 believers who obeyed the command of Allah while the rest of them rebelled against His command. This proves that the believers were very few while the rest of the followers cited in the Quran under various verses either rebelled, or disobeyed, or committed idol worship. To sum it up, the true believers were only FEW during the time of Moses and Aaron.
