In verses 5:18 and 5:40, the Absoluteness of GOD is proclaimed as being the only One who can punish or forgive His creatures. For mathematical accuracy and perfection, the Statements are repeated in verses away from each other, to again provide the Truth of these verses and to reaffirm the Revelations given to the messenger, as you shall see.
