48:16

قُل لِّلۡمُخَلَّفِينَ مِنَ ٱلۡأَعۡرَابِ سَتُدۡعَوۡنَ إِلَىٰ قَوۡمٍ أُوْلِى بَأۡسٍ۬ شَدِيدٍ۬ تُقَـٰتِلُونَہُمۡ أَوۡ يُسۡلِمُونَ‌ۖ فَإِن تُطِيعُواْ يُؤۡتِكُمُ ٱللَّهُ أَجۡرًا حَسَنً۬ا‌ۖ وَإِن تَتَوَلَّوۡاْ كَمَا تَوَلَّيۡتُم مِّن قَبۡلُ يُعَذِّبۡكُمۡ عَذَابًا أَلِيمً۬ا ١٦

Say to the sedentary Arabs who stay behind, "You will be invited to face powerful people and to fight them, unless they submit. If you obey, ALLAH will reward you with a generous recompense. But if you turn away again, as you did in the past, He will requite you with a painful retribution."

48:16 - The explanation:

 

This verse addresses the sedentary Arabs who claimed to be believers at the time of Prophet Muhammad that they were commanded to fight alongside the Prophet even though the enemy was larger in numbers. Those who obeyed this command proved themselves to be submitters to Allah. 

 

The meaning of Submission is explained in the verse and addresses the sedentary believers who do not like to participate in the cause of Allah. When they are faced with the situation of war, they are reluctant to fight in Allah’s cause. The verse teaches us that the believers have to obey and submit to Allah’s command no matter what it may be. Those who turn away from His commands issued by the messenger are called hypocrites and disbelievers who will be requited with a painful retribution.
