ٱلرِّجَالُ قَوَّٲمُونَ عَلَى ٱلنِّسَآءِ بِمَا فَضَّلَ ٱللَّهُ بَعۡضَهُمۡ عَلَىٰ بَعۡضٍ۬ وَبِمَآ أَنفَقُواْ مِنۡ أَمۡوَٲلِهِمۡۚ فَٱلصَّـٰلِحَـٰتُ قَـٰنِتَـٰتٌ حَـٰفِظَـٰتٌ۬ لِّلۡغَيۡبِ بِمَا حَفِظَ ٱللَّهُۚ وَٱلَّـٰتِى تَخَافُونَ نُشُوزَهُنَّ فَعِظُوهُنَّ وَٱهۡجُرُوهُنَّ فِى ٱلۡمَضَاجِعِ وَٱضۡرِبُوهُنَّۖ فَإِنۡ أَطَعۡنَڪُمۡ فَلَا تَبۡغُواْ عَلَيۡہِنَّ سَبِيلاًۗ إِنَّ ٱللَّهَ كَانَ عَلِيًّ۬ا ڪَبِيرً۬ا ٣٤
The men are made responsible for the women, and ALLAH has endowed them with certain qualities, and made them the bread earners. The righteous women will cheerfully accept this arrangement, since it is ALLAH’s commandment, and honor their husbands during their absence. If you experience rebellion from the women, you shall first talk to them, then (you may use negative incentives like) deserting them in bed, then you may (as a last alternative) beat them. If they obey you, you are not permitted to transgress against them. ALLAH is Most High, Supreme.

Allah discourages wife-beating by using the first 2 steps given in the verse. Also note the beginning of the verse – this expression simply means that Allah has appointed the husband as the leader in the family. A believing wife readily accepts Allah’s appointment without mutiny.

Comment: In 4:34, we see that women can rebel against the husband’s commands or wishes, meaning disobedience to the husband. But in verse 4:128, it clearly tells us that the man is prone and liable to oppress his wife, even deserting her, out of selfishness. When we compare “rebellion” with “oppression”, the former is not a physical act or assault, while the latter could be. God has also stated that: “Oppression is worse than murder.” Males are usually responsible for the sin of oppression.

Similarly, in case of rebellion by the wife, God gives the steps starting off with mild to moderate to serious consequences for the wife which the husband has to follow, through verse 4:34.
