فَبِمَا رَحۡمَةٍ۬ مِّنَ ٱللهِ لِنتَ لَهُمۡ‌ۖ وَلَوۡ كُنتَ فَظًّا غَلِيظَ ٱلۡقَلۡبِ لَٱنفَضُّواْ مِنۡ حَوۡلِكَ‌ۖ فَٱعۡفُ عَنۡہُمۡ وَٱسۡتَغۡفِرۡ لَهُمۡ وَشَاوِرۡهُمۡ فِى ٱلۡأَمۡرِ‌ۖ فَإِذَا عَزَمۡتَ فَتَوَكَّلۡ عَلَى ٱللهِ‌ۚ إِنَّ ٱللَّهَ يُحِبُّ ٱلۡمُتَوَكِّلِينَ ١٥٩

It was mercy from ALLAH that you became compassionate towards them. Had you been harsh and mean-hearted, they would have abandoned you. Therefore, you shall pardon them and ask forgiveness for them, and consult them. Once you make a decision, carry out your plan, and trust in ALLAH. ALLAH loves those who trust in Him.

My interpretation is again backed up by GOD through a certain verse of the glorious Quran. As you all know, the verses of the Quran clarify that “GOD has not left anything out of the book” (6:38). Therefore, speaking on the subject of “consultation”, I shall recite the following verse, which clarifies that the step of consultation precedes making a decision which is then followed up by carrying out the plan. Note the wording used in verse 3:159 to clarify the steps.
