وَمَآ أَنتَ بِہَـٰدِى ٱلۡعُمۡىِ عَن ضَلَـٰلَتِهِمۡ‌ۖ إِن تُسۡمِعُ إِلَّا مَن يُؤۡمِنُ بِـَٔايَـٰتِنَا فَهُم مُّسۡلِمُونَ ٨١

Nor can you guide the blind out of their straying. The only ones who will hear you are those who believe in our revelations, and decide to be submitters.

Why does GOD consistently mention and addresses the “believers” rather than using the word “muslims” in the Quran? Is there any difference in these words? The word “Muslim” is a descriptive word, and denotes your submission to GOD when you accept His revelations, as in 27:80,81 and 28:53. When you accept all of God’s revelations and commands, then you declare your intent to carry them out.
