وَصَدَّهَا مَا كَانَت تَّعۡبُدُ مِن دُونِ ٱللهِۖ إِنَّہَا كَانَتۡ مِن قَوۡمٍ۬ كَـٰفِرِينَ ٤٣
She had been diverted by worshipping idols instead of ALLAH; she belonged to disbelieving people.

Moreover, the message sent by Solomon in 27:30 to Sheba and then her decision to submit to Allah with Solomon is in verse 27:44. Note that the verses are 14 apart.
