قَالُواْ مَآ أَخۡلَفۡنَا مَوۡعِدَكَ بِمَلۡكِنَا وَلَـٰكِنَّا حُمِّلۡنَآ أَوۡزَارً۬ا مِّن زِينَةِ ٱلۡقَوۡمِ فَقَذَفۡنَـٰهَا فَكَذَٲلِكَ أَلۡقَى ٱلسَّامِرِىُّ ٨٧
They said, "We did not break our agreement with you on purpose. But we were loaded down with jewelry, and decided to throw our loads in. This is what the Samarian suggested."

Note that the people of Moses made an agreement with him to worship the Most Gracious in his absence, but they still broke their agreement (20:87) when he was away. Moses’s brother Aaron could not control them and was afraid that he might be blamed for dividing the Children of Israel and disobeying the orders of Moses.
