Quran 18:80

Another example of God’s plan is through 18:80 where Moses followed an angel messenger who was blessed by God’s knowledge and mercy.

18:79 "As for the ship, it belonged to poor fishermen, and I wanted to render it defective. There was a king coming after them, who was confiscating every ship, forcibly.18:80 "As for the boy, his parents were good believers, and we saw that he was going to burden them with his transgression and disbelief.18:81 "We willed that your Lord substitute in his place another son; one who is better in righteousness and kindness.

To explain to the believers what a “higher authority” means, GOD gives us another example through Moses, who was inspired to obey and follow a servant of GOD blessed with His mercy and knowledge (18:65-82). In this example, GOD made Moses say the following words to comply:

The disbelieving children can cause a lot of anguish to the believing parents. Out of His mercy, God gives an example through 18:74,80,81 that He removed the child of believing parents from Earth, as he was going to transgress when he grew up. God then substituted with a righteous child, out of His grace.
