17:65
إِنَّ عِبَادِى لَيۡسَ لَكَ عَلَيۡهِمۡ سُلۡطَـٰنٌ۬ۚ وَكَفَىٰ بِرَبِّكَ وَڪِيلاً۬ ٦٥
"As for My (devoted) servants, you have no power over them." Your Lord suffices as an advocate.

On the other hand, the utterances and acts that constitute “bad behavior” come under the “steps of satan” which are instituted by GOD in His system, purposely. He has allowed satan to mislead and dupe the people against GOD and His laws.
