إِنَّمَا سُلۡطَـٰنُهُ ۥ عَلَى ٱلَّذِينَ يَتَوَلَّوۡنَهُ ۥ وَٱلَّذِينَ هُم بِهِۦ مُشۡرِكُونَ ١٠٠
His power is limited to those who choose him as their master, those who choose him as their god.

16:98, 16:99, 16:100 - the explanation:
After the heavenly feud whereby iblees (satan) refused to prostrate to Adam when Allah commanded him, he in effect challenged ALLAH's Absolute Authority to command as He wishes. Therefore he acted like he was a god forgetting that ALLAH is the One who created him. According to verses 16:51 and 36:60 - 36:62, Allah decided to appoint him as a second temporary god until the Day of Judgment. Furthermore Allah decided that He would send His commands and guidance through messengers chosen by Him to the people on Earth. The test involves whether the people will uphold their covenants made with Allah before coming to Earth by proving themselves that they do indeed believe in Allah and uphold His commands and guidance or choose to disregard it by following the enemy of Allah, satan. satan has no role in guiding the humans but he plays an active role in misleading and duping them and instilling fear in them and to lead them astray. Therefore it has been made mandatory - the commands through the 3 verses to seek refuge in ALLAH before reading or reciting the Quran. If this command is violated then the person will go astray as they will be under the devil's influence to disobey Allah. The profoundness of these three verses is expressed and proven through the Miracle of ALLAH's letters.
